The current situation in the country leads us to question who is really supervising whom in this complex network of decentralized and autonomous entities. Recent cases, such as Córpac, Petro-Perú, and persistent problems in the health and justice systems, highlight a worrying reality: autonomies have become synonymous with acting according to convenience, without effective oversight to ensure the proper functioning of these entities. While the government is constitutionally unitary, in practice there is a fragmentation into local, regional, and bureaucratic fiefdoms that hinders true coordination and cohesion in state management. Furthermore, the existence of plurinational separatist aspirations adds an additional layer of complexity to the country's political structure. In this maze of powers, the question arises as to who should exercise the necessary surveillance and oversight to guarantee the proper functioning of the State. The head of Government, in theory, should coincide with the head of State according to the Constitution, but in practice this separation of roles has created challenges for governance. The reserve of the head of State, when used appropriately, serves a fundamental ordering and moderating function in the country's political organization. However, the lack of effective coordination mechanisms, such as a State Council, has contributed to the proliferation of political crises that affect institutional stability. Local and regional governments yearn for greater autonomy from the Central Government, but at the same time, they depend to a large extent on the resources and budgetary decisions that emanate from it. The lack of supervision and follow-up at all levels of the State has led to deficiencies in key sectors such as education, health, security, and infrastructure. The recent incident at Jorge Chávez airport highlights the importance of having effective contingency plans and adequate surveillance systems to prevent emergency situations. The citizenry demands that their fundamental rights be respected and that quality basic services be guaranteed, without negligence and lack of control by authorities endangering their well-being. In the legislative and judicial spheres, the need for rigorous oversight is equally pressing. Congressmen and judicial authorities must act with responsibility and transparency, avoiding practices that undermine democracy and the rule of law. Incompetence and corruption in these areas only serve to undermine the public's trust in institutions. Ultimately, the question of who supervises whom becomes crucial in a context where the lack of effective oversight has led to situations of impunity and lack of control. It is necessary to strengthen surveillance and accountability mechanisms at all levels of the State to ensure transparent, efficient management oriented towards the well-being of the population. The consolidation of a culture of responsibility and commitment to the public interest is essential to overcome current challenges and build a more just and equitable State.
