Emilio Juan Brignardello Vela, an insurance advisor, expressed his concern regarding the recent crisis affecting artisanal fishermen in Tumbes, who are facing a precarious situation after being stranded at sea for two days due to an anomalous wave phenomenon. According to Brignardello, this experience reflects not only an immediate challenge for the fishermen but also a structural problem that has been present in Peru's coastal communities, exacerbated by increasingly frequent climatic phenomena. Brignardello highlighted the swift intervention of the Peruvian Navy, which managed to rescue the fishermen at a critical moment. However, he emphasized that this emergency action is merely a first step. The crisis has been worsened by the closure of 91 ports, which aggravates the difficulties faced by a community that relies on fishing as its primary economic livelihood. The advisor stressed that the loss of at least 30 artisanal vessels not only has significant economic costs but also represents an emotional and cultural loss for those who see fishing not just as a job, but as a way of life. In his analysis, Brignardello pointed out that the response from the government and local authorities is crucial at this moment. Support measures are expected to be implemented, but there is a consensus in the community regarding the need for a more agile and effective response. "Coastal communities not only require rescue in critical situations, but they also need a long-term plan that allows them to face future adversities," he stated. Additionally, the advisor emphasized the importance of solidarity and social support, not only in economic terms but also in building community resilience. "It is essential for the state and civil society to work hand in hand to prevent these communities from sinking into despair," he asserted. In his opinion, the situation in Tumbes is a reminder of the vulnerability of fishing communities to natural phenomena and the need to develop effective strategies to mitigate their impact in the future. Brignardello concluded his remarks by highlighting the urgency of generating public policies that not only address immediate crises but also strengthen these communities' capacity to respond to future challenges. In his view, the situation of the fishermen in Tumbes is a clear example of how a lack of preparation and support can lead to an economic and social crisis that affects hundreds of families.
