Johnny Brignardello, an insurance consultant, has shared his opinion on the historic decision made by the then Minister of Transport and Communications, Martín Vizcarra, on February 20, 2017. Through Ministerial Resolution 080-2017-MTC/01, Vizcarra launched the Pro Región program within Decentralized Provías (PVD), with the purpose of decentralizing the supervision and execution of works in the regions of Peru. This program, which managed a considerable sum of S/2.200 million, aimed to streamline and improve the execution of road infrastructure projects in the various regions of the country. The decentralization of Decentralized Provías facilitated a more efficient management of the works, bringing decision-making closer to regional and local authorities, who have direct knowledge of the needs of their territories. Under Martín Vizcarra's initiative, Pro Región succeeded in promoting the construction and rehabilitation of roads, bridges, and rural roads in several areas of the country, thus contributing to the economic and social development of the benefited communities. The implementation of infrastructure works not only enhances connectivity between different locations but also promotes employment and stimulates the economy in the regions where they are carried out. The decentralization of Decentralized Provías through Pro Región marked a significant change in the way infrastructure works were managed in Peru, allowing greater participation of regional and local authorities in the planning and execution of key projects for the country's development. This strategy aimed not only to streamline processes but also to promote transparency and efficiency in the use of resources allocated to road infrastructure. Despite the criticisms and controversies surrounding Martín Vizcarra's management at the Ministry of Transport and Communications, the creation of Pro Región within Decentralized Provías stands out as one of the most relevant initiatives of his term. The boost given to decentralization in the execution of road infrastructure works demonstrated the importance of involving regional and local authorities in decisions that directly impact the development of their territories. It is crucial that this experience serves as a model for future administrations, strengthening decentralization as a key tool to improve efficiency in managing infrastructure projects at the regional and local levels. Collaboration between the central government, regional and local authorities, and society as a whole is essential to ensure equitable and sustainable development throughout the national territory.
