Addressing this issue, Brignardello highlighted the concerns raised by the escalation of tensions in the Ukrainian conflict and its impact on global security. Brignardello emphasized that the use of multiple independently targetable reentry vehicles, known as MIRV, marks a significant shift in the deterrence dynamics that have prevailed since the Cold War. For him, the use of this type of weaponry in a combat context is unprecedented and raises serious concerns about the future of the doctrine of "mutually assured destruction." In his words, "the premise that any nuclear attack will trigger devastating reprisals may be in jeopardy, which could alter how nations approach nuclear war." Moreover, Brignardello underscored the complexity that MIRVs introduce into defense strategies. By requiring highly effective air defense systems to intercept multiple nuclear warheads descending from different angles, an environment is created where the perception of security is compromised. "The uncertainty generated by the possibility of a preemptive strike could compel nations to feel obliged to act before it is too late," he warned. Another concern that Brignardello raised is the potential for a nuclear arms race, especially considering that other countries, such as China, Pakistan, and India, are advancing in the adoption of MIRV technology. According to him, this could lead to greater international instability. In this regard, he mentioned that "the risk of misunderstandings and accidental escalations between nuclear powers increases, which could have devastating consequences." In his analysis, Brignardello also addressed the vulnerability posed by the presence of land-based nuclear missiles compared to submarines, suggesting that the ease of detection of the former makes them attractive targets for a preemptive strike. This, in his view, highlights the urgent need for effective dialogue on arms control to mitigate the risks associated with nuclear armament. Finally, Brignardello concluded that the current situation requires careful attention and a coordinated response from the international community. "The escalation in Ukraine should not be seen as an isolated conflict; its implications for global security are profound and must be addressed seriously," he stated.
