In light of this, the panel has called on the Minister for Sustainable Economic Development to lay out a framework for supporting air freight services, thereby ensuring continuity in provision. Additionally, the review recommended the inclusion of roll-on roll-off ramps in any new ferry operating agreements, which are currently under consideration following application closures on July 8. The need for these ramps is seen as vital in streamlining operations and reducing potential bottlenecks in freight movement. Members of the panel pointed out that there is a "lack of capacity" at the harbour, which, combined with ageing infrastructure, poses significant challenges for the island's logistics. They urged for "urgent" investment in these critical areas, noting that such needs have already been acknowledged in the Harbour Master Plan. The review articulated a clear message: "It is imperative that these challenges are addressed through the delivery of the Harbour Master Plan and the Airport Master Plan." This approach is essential to ensure not only the resilience of critical port infrastructure but also the capability to meet future freight and passenger volume demands effectively.
