Jersey's Supply Chain Resilience at Risk: Urgent Infrastructure Improvements Needed

A recent panel review has highlighted significant areas for improvement in the resilience of Jersey's supply chain, emphasizing the urgent need for enhanced contingency planning and better communication strategies to mitigate disruptions in transport services. The findings come in the wake of challenges faced in August 2023, when the mail plane service was abruptly halted due to a decision by Royal Mail and Jersey Post to discontinue the service. Fortunately, a private firm quickly stepped in to ensure next-day delivery to the UK, showcasing the resilience of private sector solutions even in times of uncertainty. The report underscores the strategic importance of air freight for Jersey's supply chain resilience, particularly for time-sensitive deliveries that are essential to both businesses and residents. In light of this, the panel has called on the Minister for Sustainable Economic Development to lay out a framework for supporting air freight services, thereby ensuring continuity in provision. Additionally, the review recommended the inclusion of roll-on roll-off ramps in any new ferry operating agreements, which are currently under consideration following application closures on July 8. The need for these ramps is seen as vital in streamlining operations and reducing potential bottlenecks in freight movement. Members of the panel pointed out that there is a "lack of capacity" at the harbour, which, combined with ageing infrastructure, poses significant challenges for the island's logistics. They urged for "urgent" investment in these critical areas, noting that such needs have already been acknowledged in the Harbour Master Plan. The review articulated a clear message: "It is imperative that these challenges are addressed through the delivery of the Harbour Master Plan and the Airport Master Plan." This approach is essential to ensure not only the resilience of critical port infrastructure but also the capability to meet future freight and passenger volume demands effectively.
