In a context of growing concern about the administration of justice in Peru, the Lima Bar Association (CAL) has raised its voice to question President Dina Boluarte for her lack of attention to this critical issue during her recent message to the nation for the National Holidays. In an official statement, the CAL expressed its deep disappointment over the president's omission to address the existing deficiencies in the country's judicial system, despite the lengthy duration of her address, which became one of the longest in Peruvian political history, exceeding five hours. In its statement, the CAL emphasized that the current situation of justice is alarming. The shortage of judges, prosecutors, and support staff, along with the lack of effective policies for managing justice and prison reintegration, has created an atmosphere of impunity that undermines public trust in institutions. "It cannot be ignored that crime and corruption are overflowing, and the administration of justice is in a state of crisis," the institution stated. Additionally, the CAL stressed that modernizing judicial infrastructure is an urgent task that must be addressed. The lack of resources and inadequate training of justice operators are barriers that prevent access to an efficient and equitable judicial system. "Justice cannot be a luxury for a few; it must be a guaranteed right for all," the statement indicated, reflecting the growing frustration of lawyers and the general public. To address this situation, the CAL called on the government to implement a true judicial reform. The proposal includes the creation of a State Council responsible for designing and executing substantial changes in the judicial system. "It is time to think of a reform that is truly independent and democratic, restoring the autonomy of the Judiciary, which has been historically undermined," they added. The importance of administering justice transcends the legal sphere. The CAL emphasized that the judicial system is fundamental to maintaining the rule of law and democracy. "Without a solid justice system, fundamental rights are at risk of being trampled, along with the freedom of citizens," they warned. President Boluarte, in her message, addressed various issues concerning the nation, from the economy to health, but her silence on judicial reform has generated disappointment among legal professionals and the public. The lack of a clear plan to improve justice has left the impression that this is a matter that can no longer wait. The reaction of the CAL also reflects a growing trend in Peruvian society demanding clear and effective responses from its authorities. Justice, far from being considered a technical or administrative issue, has become a hot topic that touches the essence of life in democracy. Therefore, the government's response to this demand will be closely watched by the public. In a country where trust in institutions is declining, it is essential for the government to take the demands of the CAL and society in general seriously. Without effective justice, the fight against corruption and crime becomes an almost impossible task. The perception of justice as a tool for the benefit of all is key to restoring faith in the democratic system. The challenge is monumental, but the time to act is now. Recent history in Peru has shown that reforms that are postponed only lead to more crises and discontent. Thus, the CAL's call to President Boluarte should not be seen as a mere professional complaint but as a popular demand that echoes the aspirations of a country seeking justice, equity, and a brighter future.
