The Minister of Housing, Construction, and Sanitation (MVCS), Pérez de Cuéllar, recently announced the projection of a record in housing generation for the year 2024, with the construction of 104,200 homes, of which 77,800 will be promoted by the State and 26,400 by the private sector. This news has been received with great anticipation in the real estate sector and has generated various opinions and proposals. One of the topics that has sparked debate is the delay in the formalization of resources for the Good Payer Bonus (BBP). Real estate guilds criticized the MVCS for this delay, to which the minister responded that there were budget adjustments with the change in the Ministry of Economy and Finance, which caused a certain delay in the publication of the corresponding decree. Regarding the amount allocated for the BBP, it has been highlighted that it was higher than initially requested, reaching S/ 219 million. Pérez de Cuéllar explained that part of these funds were inactive in the Mi Vivienda Fund and financial adjustments were made to reallocate them without affecting the operations of the fund. In response to the proposal from real estate guilds to establish a "Housing Financing Law" that sets the value of subsidies for at least two years, the minister pointed out that while she understands the need for greater predictability, the economy is currently recovering and it is premature to establish long-term commitments. However, with the planned injection of funds, a positive impact is expected in the construction sector and in the tax revenue of the State. With the economic growth recorded in April, which exceeded expectations at 5.2%, there is a possibility of evaluating a biennial planning mechanism to set housing bonuses. Pérez de Cuéllar believes that this measure could be beneficial, but it will depend on the evolution of the economy and revenue in the coming years. Regarding the housing gap in the country, which amounts to 1.9 million homes according to the National Household Survey, the MVCS is working on various strategies to reduce it. Plans such as the securitization trust and the Waysimi Program are mentioned, which aims to use the canon bonus and the Works for Taxes (OxI) mechanism to promote the construction of homes, both in urban and rural areas. In relation to progress in rural housing programs, the participation of private companies and the interest of various municipalities in joining these efforts are highlighted. Agreements have been signed for the construction of homes in both urban and rural areas, with the aim of closing the housing gap and improving living conditions for the population.
