Regarding Peru's urban potential, Romer pointed out the importance of developing safe and attractive areas to attract human talent and foster economic growth. He proposed the creation of agreements with other countries to establish special zones with differentiated legal regimes, with the aim of promoting urban development and public safety. Regarding the megaport of Chancay and the investments associated with China, Romer expressed concern about the possible use of the infrastructure for military purposes, which could pose risks in the region. However, he also highlighted the development opportunities that could arise from large-scale projects like this. In terms of Peru's economic and social situation, Romer stressed the importance of strengthening the rule of law and institutions to ensure public safety and long-term development. He underscored the need for governments to focus on preventing crime and promoting trust in security forces as a fundamental part of governance. In relation to artificial intelligence, Romer expressed skepticism about the real impact of this technology and compared the current enthusiasm with that generated in the past with cryptocurrencies, warning about exaggeration and the lack of significant results in some cases. In conclusion, Paul Romer's reflections highlight the importance of fostering economic development through innovation and knowledge, as well as the need to strengthen institutions and public safety to ensure sustainable and equitable growth in developing countries like Peru.
