The report also emphasizes the rhetoric used by senior Israeli officials, which has been described as direct and public incitement to commit genocide. Statements that dehumanize Palestinians and portray them as "monsters" or "human animals" are cited as evidence of this incitement to annihilating violence. Furthermore, the report denounces the use of "humanitarian camouflage" by Israel to justify its actions in Gaza, including the claim that the entire territory is a military target due to the presence of armed groups like Hamas. In light of these conclusions, it is expected that the UN rapporteur will request the Human Rights Council to impose an immediate arms embargo on Israel and to conduct an independent investigation into human rights violations in Gaza. Likewise, efforts will be made to take measures for the reconstruction of the strip, including full funding by Israel and other "complicit states," as well as the deployment of an "international protective presence" to ensure the safety of the Palestinian population. This report comes two months after the International Court of Justice urged Israel to take steps to prevent genocide in Gaza, although it has not officially determined the existence of such genocide in the region. These revelations underline the seriousness of the situation in Gaza and the urgent need to act to protect the rights and lives of civilians caught in the midst of this conflict.
