The former Prime Minister, Alberto Otárola, has expressed his support for the Congress's decision to approve the return to bicameralism in the country, highlighting the importance of this step in the political reform process needed in Peru. Otárola, who recently left his position in the Cabinet, stated on social media that while the approval of bicameralism is a significant advancement, there are still other changes to be made to complete the pending political reform. He emphasized the importance of prioritizing dialogue and the country's interests in this process. The constitutional reform to establish a Parliament with senators and deputies, as well as to reintroduce the re-election of legislators, was approved in the Congress plenary with 91 votes in favor, 4 against, and 1 abstention. This measure aims to strengthen the tasks of law production, discussion, and quality in line with the general and specific policies of the Government. Following the approval in Congress, the bill establishing bicameralism will be sent to the Executive Branch for promulgation. With this modification, the next Congress will be composed of 130 deputies and 60 senators. It is important to note that this constitutional reform had already been approved in the first vote last November and, being a constitutional change, required ratification with at least 87 votes in the Congress plenary, as it happened, thus avoiding the need for a referendum. This step towards bicameralism marks a milestone in the political reform process in Peru and raises questions about the country's future in terms of representativeness and legislative effectiveness.
