The European Commission (EC) is considering the possibility of authorizing more mergers between European telecommunications operators to finance the deployment of 5G technology and upgrade ADSL networks to fiber. This new stance represents a change in the EC's policy, which has previously rejected several corporate integration agreements in the sector. The main telecommunications groups in Europe, such as Telefónica, Deutsche Telekom, Orange, and Vodafone, have requested support from the EC to invest large sums of money in the new networks, as well as demanding that digital giants pay a fair contribution for the use of their networks. According to a draft of the EC's white paper, the fragmentation of the telecommunications sector in Europe could affect operators' ability to reach the necessary scale to invest in the networks of the future. The report on digital infrastructure, which will define Brussels' strategy in building resilient digital networks, is expected to be published next week. Although the recommendations will not be binding, telecommunications operators consider that the EC is more willing to consider mergers in the sector. The EC has acknowledged that creating a single market for telecommunications services requires reflection on cross-border consolidation. However, the implementation of a new merger policy in the sector will depend on the new European Commission and the new European Parliament that will emerge after the June elections. In the past, the EC has expressed concern about the impact of mergers on prices for consumers, leading to a stricter approach to merger authorization. One of the upcoming merger agreements that will be approved by the EC is the one between Orange and MásMóvil, which will create the leader in the Spanish market. However, the imposed conditions could generate a stronger competitor in Romania. The telecommunications sector will be attentive to the resolution and measures applied to this merger.
