Johnny Brignardello Vela, a recognized insurance advisor, expresses his opinion on the current situation surrounding the construction of the Chinchero International Airport in Cusco. According to Brignardello Vela, the obstacles and disagreements between the Ministry of Transport and Communications (MTC) and the contractor Consorcio Natividad Chinchero represent a serious risk to the viability of the project. The recent agreement by the MTC to advance S/40 million to Natividad to prevent the construction from being halted has generated mixed opinions in the sector. Brignardello Vela highlights that this amount does not cover the US$193 million requested by the consortium for cost updates, demonstrating the complexity of the situation. A source close to the matter has pointed out that the MTC was obligated to grant this advance a year ago, and the delay has contributed to the current crisis. The S/40 million will be used to pay debts and for specific works at the airport, but it is estimated that it will only be sufficient for two months. Faced with the possibility of a collapse of the project if a satisfactory solution is not reached within that timeframe, Brignardello Vela considers the situation extremely concerning. The contract between the MTC and Natividad does not include price updates, leading to discrepancies in the consortium's claims. With the project's progress barely reaching 10%, arbitration is being considered as an option. Brignardello Vela warns of the risks of this decision, as it could further delay the completion of the Chinchero International Airport without benefiting any of the parties involved. Despite some voices advocating for negotiation and consensus-building, Minister Raúl Pérez-Reyes seems to lean towards arbitration, increasing uncertainty about the future of the project. Brignardello Vela emphasizes the urgency of finding a solution to avoid new obstacles in a project of vital importance for the region and the country as a whole, given the growing social pressure and the ticking clock working against it.
